
Single-Wall Storage Tank Upgrades
Effective January 1, 2010, all single-walled fuel storage tank systems in Florida must be installed with secondary containment.
The Florida Department of Environmental Protection has not granted time extensions to any facility, as they have indicated
that owners and operators have been repeatedly reminded of this deadline. Further, the Department stated that they will pursue enforcement for violations of these rules; systems which are out of compliance will be permanently closed (Rule 62-761.800[2], Florida Administrative Code).
Typically, upgrading fuel systems to meet the secondary containment requirements includes the removal and replacement of existing single-walled systems with double-walled tanks and piping. Single-walled tanks can sometimes be fitted with internal liners to create secondary containment without the extensive site disruption caused by excavation of the existing system, although this solution is generally more cost-prohibitive and not always possible to install. Leak-detection systems must also be installed concurrent with the system upgrade.
