HSA Golden was contracted to develop a western Orange County borrow pit, owned by Florida Road Base Materials, into a Florida Department of Environmental Protection (DEP)-approved Class III Landfill and Materials Recovery Facility (MRF). HSA Golden's team conducted an in-depth hydrogeologic study of the 40-acre, 1,500,000 cubic yard site in support of the DEP-approved Groundwater Monitoring Plan. HSA Golden designed the stormwater management system, entrance road, recycling facilities, landscaping plan, and closure plan for the site as component parts of the permit application. HSA Golden also successfully supported the permit through numerous public hearings and county zoning approvals.
