
American Cement Company - Limestone Mine and Cement Plant Permitting
HSA Golden designed and permitted a limestone mine and portland cement plant in Sumterville, Florida. The project included a 250-acre limestone mine, 50-acre cement plant site, and one-mile access road, on a site totaling 1,300 acres. Permitting included a Sumter County Conditional Use and Operating Permit, a Water Use Permit (WUP; obtained from Southwest Florida Water Management District) for mine dewatering operations, and an Environmental Resource Permit (ERP) for the Florida Department of Environmental Protection (DEP). Permitting activities included groundwater flow modeling to demonstrate that nearby wetlands would not be significantly impacted by mine dewatering and cement manufacturing. All permits were obtained in less than one year, allowing construction activities for the $150M project to commence significantly ahead of schedule.
