Peter T. Barts, P.G.

Peter T. Barts, P.G.
President, Principal Hydrogeologist

Co-founder of HSA Golden, Peter Barts has over 19 years experience in environmental consulting representing both public- and private-sector clients. He is a registered Professional Geologist in Florida and an alum of the University of South Florida as well as the University of Texas at Austin. Pete is a recognized leader in the areas of site and contamination assessments, hazardous waste management, the design and implementation of remedial systems, solid waste facility management, sinkhole investigations, water supply, as well as Phase I and II Environmental Site Assessments. Pete has extensive training and experience with hydrogeologic and contaminant transport computer modeling and is an expert in ground penetrating radar (GPR), gravimeter, magnetometer and electromagnetic geophysical survey methods. Additionally, his professional work has been focused on designing innovative, cost-effective methods for site restoration. A competitive runner and triathlete, Pete can be found at many of the local and regional rides and races in Central Florida.

Jim Golden, co-founder of HSA Golden, has over 27 years experience in environmental and solid waste management consulting. Jim has a B.S. degree from Indiana University and is a registered Professional Geologist in Florida, Alabama, and South Carolina. His expertise includes landfill design, permitting, monitoring, and closure, hydrogeologic assessments, site and contamination assessments, hazardous waste management, and landfill closure and monitoring plans. Jim has extensive experience in managing large, multidisciplinary projects and acted as liaison with local, state, and federal regulatory agencies. When not at HSA Golden, Jim enjoys boating and fishing on both coasts of Florida; look for him on the cover of Florida Sportsman soon.

Adam J. Heltemes, P.E.

Principal Engineer

Adam Heltemes, shareholder with HSA Golden, has over 13 years of experience in a broad range of engineering, environmental technology, environmental permitting, and land development projects. He has a Bachelor of Science degree in Agricultural Engineering with specialization in Soil and Water Resources from the University of Florida, and he is a Professional Engineer registered in the State of Florida. His expertise includes land development design, stormwater design, and permitting. Adam has served as Project Director for the development of commercial retail and office facilities, subdivisions, golf course drainage design, and permitting projects. Additionally, he has extensive experience in large-scale municipal stormwater modeling, solid waste facility design, and agricultural site design and permitting. On weekends, Adam enjoys sharpening his 12-handicap golf game as well as "educating" the referees from the front row at the Swamp.

Mitchell F. Katz, Ph.D.

Principal Project Manager

Mitchell Katz, shareholder with HSA Golden, has over 11 years experience addressing the environmental needs of the community as both a private sector consultant and as a regulator. An alum of the University of South Florida, Mitchell has degrees in both analytical chemistry and computer science. His project work encompasses fate and transport modeling studies, site assessments, environmental impact studies, risk assessments, implementation of contaminant remediation strategies, technical / peer reviews, litigation support and expert witness testimony, petroleum storage systems, and preparation of Spill Prevention, Control and Countermeasure plans. Mitchell's recent project activities have been focused on arsenic sorption/desorption mechanisms to facilitate remediation of this now-ubiquitous contaminant. In his off time, Mitchell coaches YMCA Youth League soccer and volunteers in the reading lab at his son’s school, and he has also been known to break out his telecaster on occasion.

Jeff Wild, P.E.

Senior Solid Waste Engineer

Jeff Wild, having joined HSA Golden in mid-2007, leads our solid waste landfill consulting practice. Jeff has over 17 years of experience in solid waste landfill design and construction engineering services. He is a graduate of the University of Central Florida and is registered as both a Professional Engineer and Building Contractor in the State of Florida. Jeff provides leadership to our design team, drawing upon his extensive knowledge of both highly technical design and complex constructability issues for all aspects of solid waste facilities. Jeff’s field of specialty lies in incorporating modern geosynthetic materials into the design and construction of landfills. Away from the office, Jeff enjoys spending time at home with his wife and three children, and in his spare time plays tennis, with particular emphasis on his serve and volley game.

William V. Jacobs

William V. Jacobs
Project Manager

William Jacobs joined HSA Golden in October 2007 with over five years experience in the environmental consulting industry. An alum of Richard Stockton College of New Jersey, Will has a B.S. in Environmental Science and has worked on a wide variety of projects. As a licensed Subsurface Evaluator in the State of New Jersey, Will has directed underground storage tank decommissioning, soil remediation, soil boring installation, and monitoring well installation. Will is experienced in soil and groundwater sample collection, use of field monitoring equipment, and regularly prepares reports for agency and client submittal. Will is an avid photographer and especially enjoys digital photography.

Jennifer Neibling, E.I.

Jennifer Neibling, E.I.
Project Engineer

Jen Neibling joined HSA Golden in mid-2005 with a B.S. in Biological Systems Engineering from the University of Idaho. Jen’s work includes Phase I and Phase II Environmental Site Assessments, Water Use and Consumptive Use permitting, the design, assembly, monitoring, and maintenance of remediation systems, benchmarking remediation progress, and report preparation. Her experience also includes collection of soil and groundwater samples, soil gas level measurement, and oversight of field activities including well installation, soil and groundwater sampling, and soil / aquifer profiling. Jen is an accomplished cellist, having played with both university and city ensembles, and is also an enthusiastic ice hockey player.

Tyson Schrowangen

Graphics / CAD

Tyson Schrowangen is HSA Golden’s Senior CAD Technician and is an expert in AutoCAD, Microstation, and Land Desktop Design/Civil 3D. His work has included all facets of civil and environmental engineering, and he has extensive experience in site development, utility, stormwater system, and infrastructure design for both commercial and residential properties. Tyson resides in Palm Bay, and when not attending classes at Valencia Community College, stays busy renovating his house.

Belinda Pettus

Belinda Pettus
Office Manager

Belinda Pettus brings over 20 years experience in project management and documentation for both U.S. and international environmental projects. Her background includes scheduling, budgeting, permitting, and coordination for both small and large projects ranging from Phase I and II Environmental Site Assessments to multi-billion dollar permitting and construction projects. Belinda works closely with clients and project management staff to assure successful project execution and delivery. In her off hours, Belinda is a Chapter Manager for the House Rabbit Society.

Lynne Ghioto

Lynne Ghioto
Senior Administrative Assistant

Lynne Ghioto has over 16 years of experience in project facilitation and documentation for engineering and water resources projects across Florida. Her background includes data acquisition and coordination as well as report production for both small and large projects, ranging from water supply projects to large stormwater management master plans. Lynne works closely with project management and technical staff to assure successful project execution and delivery. When not keeping the other professionals at HSA Golden in line, Lynne enjoys creating projects in stained glass and going to art festivals.
